This presentation will discuss issues in the area of personal property valuation, as well as best practices for implementation of a fair and equitable valuation process. Specifically included are the basic steps in valuing and validating personal property information; current important issues for personal property appraisers, such as whether software is, or should be taxable personal property; how to define non-taxable or intangible property; whether engineering costs form a part of reportable original costs; whether discounts to the purchaser and trade level may be factors; and clarification of the terms “historic cost” and “original cost
