In late 2021 emerging policy options re-envigored the Valuation Office Agency’s interest in Mass Appraisal. It had been 15 years since previous modelling, which was largely outsourced. Since then, the technology had been decommissioned and much of the expertise moved on. However, the Agency had grown its own analytical team, but in other areas. What could analysts, using the latest analytical platforms, such as R, offer? And how has that shaped our mass appraisal modelling – particularly the exploration of different methodologies? The path was uncertain, but the VOA has begun the journey to rekindle our mass appraisal capability, with analysts at the forefront.
