Description
Learn how the Assessor’s Office implemented a “GPT Chatbot” (Assessor’s Community Educator; A.C.E.) to answer public questions and assist appraisal staff with legal research and cross reference statutes and case law. A.C.E. is also assists appraisal staff with responses to property owner protests or appeals of initial assessments of their properties to the administrative agency. Additionally, the Office leveraged an AI-empowered property appraisal solution, which unifies all structured and unstructured data across internal and external sources and supports all legally compliant valuation methodologies including income capitalization, sales comparisons, and cost-based valuation across all commercial properties. A.C.E. is a is a natural language processing and machine learning tool with a large language model database. The database has been confined to the New Mexico Property Tax Code, regulations, case law, relevant attorney general opinions, IAAO standards, and internal policies and procedures. A.C.E. can: answer calls, emails and online chats; research and find relevant case law, statutes, and regulations quickly and efficiently; ensure regulatory compliance verify eligibility requirements for all tax savings programs; and provide website navigation and applications forms to complete the inquired task (documents, applications and forms are imported directly).
