The presentation covered a number of topics in assessment, appraisal, and assessment defense using the framework of Virginia International Gateway v. City of Portsmouth, Virginia I & II (2013-2020). This litigation involved one of the most sophisticated semi-automated marine container terminals in North America, and one of the few such facilities which are privately owned and thus, taxable.
