Description
This presentation explicates PacifiCorp v. Utah State Tax Commission, (Utah District Court 2020), including the appeals process in Utah, case procedural history, an examination of PacifiCorp, and disucssion of authorized return on equity. Presentation posits that the authorized return on equity is not a useful proxy for the cost of equity because they are fundamentally different and it is artifically high and not applicable to property tax proceedings.
