Description
Given the impossibility of defining a value that conforms to constitutional or statutory requirements, assessments become an exercise in justifying particular amounts for specific assessments. Those justifications rest on the incentives and logically coherent arguments used to reach values. The paper explores the application of the unit rule from its inception through current applications in general terms. The narrative then focuses on the legal developments that have legitimized the unit rule. The paper concludes by exploring the state of disputes regarding unit rule values.
