This paper describes the evolution of the Israeli property tax system, a process which has reduced the share of property tax in the total government income from taxes and other compulsory payments from 3 to 5 percent in the period from 1949 to 1971, to the present level of between .5 and 1 percent and less. The focus is on a unique aspect of the Israeli system - the war-damages compensation fund. In particular, two minor revisions to this law, made in 1973 and 1982, respectively, and an earlier (1967) demand for another revision, might be very signif icant for countries which lack the sophistication in valuation and collection associated with the developing countries.
