On 3rd July 1984, the Andalusian Parliament passed Law No 8, submitted by the Andalusian Government; this was the Agrarian Reform Law, which nature I will explain in this introduction and durine the general exposition of the draft. First, I must stress that the Tax on Underutilized lands (that I shall call from now LT.I.), is situated within a series of measures set by the Autonomous Community and aimed at obtaining political and economical results, as is the case of the Agrarian Reform. The object of our study is first mentioned, from a juridical and political point of view, in Article 12,3 of the Autonomous Statute of Andalusia. This objective is understood -textually- as a "general response to the transformation, modernization and growth of aerarian structures, as well as an instrument for development, full employment and correction of territorial unbalances". The positive result of this political will is the Agrarian Reform Law, and its prior planning regulation.
