Beyond the Map: Legal Literacy in the Modern Cadastre

Presentation Category

03 DEVELOPING AND MANAGING CADASTRAL DATA

General Session Description

Many assessment cadastres were developed beginning in the 1970s in response to mandates from the State Department of Revenue, following noncompliance with ratio study protocols. At the time, the sole purpose of these new mapping programs was to support fair and equitable valuations of real property. Today’s cadastre serves multiple functions, including providing geospatial and economic data, facilitating property sales, and more. It is used by both governmental and private enterprises. It is no longer limited to equalizing property values. This presentation will focus on the required body of knowledge that assessment personnel must have regarding the modern cadastre. Assessment personnel responsible for maintaining this important database must be proficient in real estate law documents to list and map property not only for assessment purposes but also for the various users of the data.
