Session Description
Measuring the total redistributive effect of assessments on prices is simply the sum of a Gini based measure of vertical equity and a Gini based measure of the reranking effect. The importance of this decomposition is that together these two effects explain the types of redistribution of value that occur when assessments distort prices, are simple to calculate in Excel, and can be visualized as inequality curves in Excel.
