Teardowns of residential properties typically occur when the highest and best use of the property is changing to a commercial use. But what if the teardown will be a continued residential use as a new single-family dwelling? Mecklenburg County uses a novel technique to identify, classify and depreciate dwellings that have the potential to be teardowns.
