Abstract
Although GIS, CAMA, and other specialized software applications are available with a wide range of capabilities and price tags, this article helps readers identify their GIS requirements, so as to facilitate the use of GIS with minimal financial investment. The article describes the development of a centroid-based system that can be an inexpensive precursor to a more expensive, sophisticated polygon-based system.
