Abstract
The New York Court of Appeals in 1997-98, following deregulation of the utility industry, revisited the means of valuing complex industrial, commercial, and utility property in tax certiorari proceedings. The greatest effect of the court’s decisions can be seen in two areas: the standard of proof and the method used to compute full value, particularly as relates to “specialty properties”.
