Abstract
This paper outlines a plan for introducing a parcel-based GIS into local government. The plan outlined here has been used successfully in more than twelve counties throughout the midwestern United States, including Kendall County in Illinois, Cerro Gordo County in Iowa, and Pennington County in South Dakota, to name a few. It is not the most compressive design available. However, it has worked. This approach allows a jurisdiction to introduce GIS technology not the work flow at a place that can be reasonably absorbed by existing budgets and personnel.
