Abstract
The purpose of this article is to explore the unique issues involved in valuing oil and gas properties for property tax purposes, and then to examine the importance of oil and gas properties to the funding of school districts from the perspective of the experience in Texas. The article describes the DCF approach in detail as it applies to oil and gas property, and provides a valuation example. It then examines the importance of oil and gas properties to school funding over the period 1991 through 2009. Mineral interests and generally how the ownership of a mineral interest affects the owner’s property taxes is also discussed.
