Session Description

Using Excel, we introduce a new measure for vertical equity based on the Gini Coefficient, a widely used index to determine the regressivity or progressivity of social programs pervasive in the economic and public health literature. As applied to property assessments, we illustrate how the index is calculated, how the inequality curves are visualized, and how statistical testing for vertical equity is formulated.
