Improving the trust of taxpayers in the system of valuation and taxation also improves the willingness to pay tax. This is a discussion of how the Netherlands developed a questionnaire to measure the trust of taxpayers as well as a method to grade the results of the survey, taking into account that government and taxation will never be very popular for taxpayers.
