Abstract
Oversight agencies need to develop a new model for supervising local assessment. The model presented here encourages cooperative communications and proactive aid and assistance to solve problems on the front end with local assessors, thus reducing the need to enforcement actions. This model relies on leadership principles presented by Kouzes and Posner (1987): challenging the process, inspiring a shared vision, enabling others to act, modeling the way, and encouraging the heart.
